  1. The EOC Issues Statement on Alleged Abuse of Elderly Residents in Nursing Home

Nursing Home for the ElderlyOn 27 May 2015, the EOC issued a statement to express its concern about the alleged abuse of elderly residents in nursing home, noting that in addition to causing physical and psychological harm to the elderly residents, and undermining their dignity, the arrangement may possibly constitute unlawful sexual harassment under the Sex Discrimination Ordinance (SDO). According to media reports, the residents stripped of their clothes were exposed in full view to other residents and people close by. The circumstances may give rise to a sexually hostile or intimidating environment for the residents concerned under the SDO. The EOC has been liaising with the social welfare and healthcare sectors, and providing training on equal opportunities and sexual harassment for staff of selected organisations and institutions. In view of this incident, the EOC will proactively contact the relevant organisations and Government departments and take appropriate follow-up actions. The EOC urges that residents and/or their family members who have undergone similar experiences may contact the EOC for enquiry or to lodge complaints with the Commission.

  1. The EOC Responds to Media Enquiries about the Findings of the Study on “Gender and Sexual-Orientation Harassment and Discrimination Experiences of LGBTQ Students in Secondary Schools”

Study on Gender and Sexual Orientation Harassment and Discrimination of LGBTQ StudentsOn 27 May 2015, the EOC issued a statement in response to media enquiries about the findings of the Study on “Gender and Sexual-Orientation Harassment and Discrimination Experiences of Lesbian, Gay, Bisexual, Transgender and Questioning/Queer (LGBTQ) Students in Secondary Schools.” The study was conducted by the Department of Special Education and Counselling (SEC) at The Hong Kong Institute of Education (HKIEd) and funded by the EOC under the Funding Programme of Research Projects on Equal Opportunities. The EOC emphasised its stance that persons of different sexual orientations or gender identity should enjoy equal opportunities, and that the study can help schools and teachers to better understand the needs and problems faced by LGBTQ students. Based on the findings and recommendations of the survey, the Commission will follow up with the education sector and the Education Bureau to encourage the formulation of policies to tackle discrimination on the grounds of sexual orientation and gender identity in order to build a safe and discrimination-free school environment for LGBTQ students in Hong Kong.
