Lam Chiu-ying is an expert in the field of meteorology. He studied Physics and Mathematics at the University of Hong Kong and Meteorology at Imperial College of the University of London. In addition to his full-time post as the director of the Hong Kong Observatory, Mr Lam is also vice-president of the Asia arm of the World Meteorological Organization, the chairman of the Hong Kong Meteorological Society, and the president of the Hong Kong Bird Watching Society.

Mr Lam reckons that a family-friendly workplace helps enhance the effectiveness of staff performance. Since he assumed office in 2003, he has been working towards the goal of building a family-friendly workplace at the Observatory, by adopting measures such as encouraging his colleagues to leave work on time and organizing activities for his staff and their families to participate. An internal survey showed that there had been improvements in both the morale and work satisfaction levels of the Observatory's staff. The department also emerged as the Champion in the Departmental Award for Service Enhancement Competition (small department category) of the Civil Service Outstanding Service Award Scheme.
