  1. The EOC Presents Work Plan to LegCo Constitutional Affairs Panel

EOC Office

On 20 June 2016, the EOC Chairperson, Prof. Alfred CHAN Cheung-ming, presented the Commission’s work plan, future priority areas and new initiatives to the Legislative Council’s Panel on Constitutional Affairs. In his presentation, Prof. Chan provided a progress update on two of the EOC’s major work initiatives, namely the Discrimination Law Review (DLR) and advocating for legal protection for sexual minorities from discrimination on the basis of sexual orientation, gender identity and intersex status – on both of which the EOC already released its reports and recommendations. Prof. Chan reiterated the EOC’s commitment to working closely with key stakeholders across various sectors, including the Government, to follow up on these recommendations and ensure equality for all.

Prof. Chan also highlighted his vision for the Commission during his term, particularly to strengthen the EOC’s role as a forerunner and driver in mainstreaming equal opportunities across different sectors and segments of Hong Kong society. The EOC recognises that mainstreaming equal opportunities is a long-term goal, requiring shifts at the legal and institutional levels, as well as in the practices, procedures and culture of organisations and individuals. To this end, the Commission aims to be both a bridge and an influencer – engaging with the Government and various sectors, particularly in education, training and employment, and in the provision of public services, so as to bring about shifts in policies, behaviours and attitudes. Prof. Chan also detailed major planned initiatives for 2016/17, targeting marginalised groups such as women, people with disabilities, ethnic minorities, and other vulnerable communities in Hong Kong.

  1. The EOC Offers Condolences to Those Affected by the Mass Shooting in Orlando

Picture showing lit candles

The EOC offers our sincere condolences to those who have been affected by the mass shooting in Orlando. We most strongly condemn this senseless act of violence, and stand in solidarity with the lesbian, gay, bisexual, transgender and intersex (LGBTI) community and their allies. The EOC’s Chief Operations Officer, Mr. Michael CHAN, and Head of Corporate Communications, Ms Shana WONG, represented the Commission to show our support at the Hong Kong vigil for Orlando, held on 13 June 2016. The event was organised by Les Peches, with support from various groups including Aids Concern, BigLove Alliance, Double Happiness, HKGALA, Pink Alliance, Pink Dot and Out in HK.

All around the world, including in Hong Kong, far too many LGBTI people continue to face prejudice, discrimination and harassment in various aspects of their daily lives because of who they are, without recourse for redress and oftentimes unable to seek solace at home, school or work. This tragedy reminds us once more of the urgent need to equally protect everyone, whatever their sexual orientation or gender identity, against violence and injustice, and to safeguard the dignity and human rights of all. Each and every one of us can and must do our part to speak out against such bias and discrimination, big or small. To this end, the EOC once again calls on the Hong Kong Government to launch without delay the public consultation on introducing anti-discrimination legislation on the grounds of sexual orientation, gender identity and intersex status. It is time for Hong Kong to kick-start the legislative process and put in place this much-needed protection against discrimination for the LGBTI community.
