  1. The EOC Submits Views to the United Nations Human Rights Committee on the Implementation of the International Covenant on Civil and Political Rights

Icon on United Nations Human Rights CommissionOn 12-13 March 2013, the United Nations Human Rights Committee conducted a hearing in relation to the Third Report of the Hong Kong Special Administrative Region on the implementation of the International Covenant on Civil and Political Rights (ICCPR), submitted by the Hong Kong SAR Government. The EOC submitted our views for the consideration of the Third Report on a variety of topics related to our areas of concern. These included the rights of ethnic minorities, the participation of women in public life, the need for a comprehensive and long-term mental health policy, age discrimination, and the absence of a specific anti-discrimination ordinance on the basis of sexual orientation. The EOC also urged the HKSAR Government to mainstream equal opportunities perspectives and values in policy formulation and implementation.

  1. The EOC Awarded “Manpower Developer 2013-15” Status from the Employees Retraining Board

Poster of Manpower Developer 2013-15The EOC has recently won an “ERB Manpower Developer Award,” organized by the Employees Retraining Board (ERB), and will be recognized with the status of “Manpower Developer 2013-15” for promoting and cultivating a corporate culture focusing on manpower training and development. The EOC, as well as other participating organizations, were critically assessed by the Consultants engaged by the ERB on five different aspects, namely “Leading a Learning Culture”, “Resources Planning”, “Training and Development System”, “Performance Management” and “Corporate Social Responsibility in Manpower Development”. The award is testament to the EOC’s commitment to developing our manpower to better our performance and services to the public.

  1. Why are Gender Issues Women’s Work??
    The EOC Chairperson calls on men to get involved in the issue of gender equality

Cartoon on gender equalityMarch 8th of every year is International Women’s Day. Despite the progress we have made in Hong Kong, on average, women still earn less than men and bear disproportionate burden in the household. In his article in the column “On Second Thought,” published on 8 March 2013 in the South China Morning Post, the EOC Chairperson, Mr. LAM Woon-kwong, issued a call to men to get involved in the issue of promoting gender equality and fighting against gender-based violence. “Most men find sexual violence abhorrent, but still far too few would speak out on this and other so-called ‘women’s issues’,” said Mr. Lam. “In fact, gender equality is everyone’s issue.” Mr. Lam also appealed to society to shed stereotypes on gender roles and recognise that equal opportunities benefit both men and women.  

To raise public awareness on barriers to gender equality, the EOC also placed two centre-spread supplements in the Standard and the Headline Daily on 8 March 2013 to call on the society to speak out against sex discrimination, especially pregnancy discrimination and sexual harassment.

  1. The Education Bureau and the EOC Co-organise a Seminar on Integrated Education

Cartoon on integrated educationIn an effort to promote equal educational opportunity for all, particularly for those with special learning needs, the EOC and the Education Bureau (EDB) co-organised a seminar on 7 March 2013 to raise public awareness on the issues relating to inclusive education and explore the way forward. This seminar is part of the Commission’s efforts to bring to the Government’s attention the barriers and inadequacies of the existing Integrated Education System in Hong Kong, following the release of the EOC’s Study on Integrated Education in November 2012, which found that support for integrated education in mainstream schools remains inadequate. The seminar featured discussions by experts in academia and the Education Bureau, in addition to sharing from relevant stakeholders representing schools, non-governmental organisations, and other bodies.
