EOC proposes budgetary measures to promote universal design and inclusive economy

As Hong Kong continues to recover in the post-pandemic era, it is important to ensure that disadvantaged groups also benefit from the economic and social advancements. In its submission on the 2024-25 Budget Consultation, the EOC called on the Government to allocate resources for promoting universal design and fostering an inclusive economy, thereby enabling people with diverse needs to thrive. The proposals focus on five key areas, namely:

  1. Promoting Universal Design Principles in Hong Kong;
  2. Inclusive Economy and Society;
  3. Enhancing Hong Kong as a Touristic City for Persons with Disabilities (PWDs);
  4. Assistance to Persons with Disabilities and Women regarding Municipal Solid Waste (MSW) Charging; and
  5. Sexuality Education.

Specific measures put forward by the EOC under these areas include encouraging the adoption of universal design through territory-wide accessibility audits, investing in inclusive technologies to enhance job opportunities for PWDs, as well as conducting research to examine the impacts of MSW charging on PWDs and study gender differences.
