
EOC Chairperson briefs Legislative Council on promoting equal opportunities for persons with disabilities to participate in society
On 16 June 2025, EOC Chairperson Ms Linda LAM Mei-sau, along with EOC representatives, attended a meeting of the Legislative Council’s Panel on Constitutional Affairs to present EOC’s efforts on promoting equal opportunities for persons with disabilities to participate in society.
From 2022 to 2024, the EOC received 1 663 disability discrimination complaints, of which around 67% of cases were related to the employment field and 33% were related to the non-employment field. At the meeting, Ms Lam highlighted three key areas the EOC focused on in promoting equal opportunities for people with disabilities – community inclusion, access to education, and employment.
In regards to community inclusion, the EOC continues to promote the mainstreaming of universal design, as well as environmental and digital accessibility. Recent major initiatives include the Universal Design Award Scheme, which recognises organisations that excel in implementing universal design, as well as collaborating with boccia player Ms HO Yuen-kei for a social media campaign.
On the education front, the EOC has been meeting with local universities to enhance support for students with special educational needs. Through research and policy advocacy, the EOC has also provided recommendations to relevant authorities on ways to improve the effectiveness of integrated education.
To promote equal opportunities in employment for people with disabilities, the EOC has conducted research to identify the discrimination and biases persons with mental health needs face in the workplace. The EOC will release a guideline this year with practical tips on ways to support these individuals in employment.
