EOC welcomes the Chief Executive’s 2025 Policy Address

The EOC welcomes the wide range of initiatives set out in the Chief Executive’s 2025 Policy Address, delivered on 17 September 2025, that aim to improve livelihoods and promote care and inclusion.

EOC Chairperson Ms Linda LAM Mei-sau said, “We fully support the various initiatives put forward in the Policy Address that improve livelihoods, including support for people with mental health needs, persons in rehabilitation, students with special educational needs, carers, women, families with newborns, and ethnic minorities. We are also pleased to see the mention of using new technologies and artificial intelligence (AI) in the Policy Address to support people with diverse needs, such as leveraging AI to identify individuals in need of mental health support online, and introducing and subsidising the use of high-tech prostheses. These initiatives enable more targeted support to improve the quality of life for these individuals and foster social inclusion.”

The EOC also welcomes the Chief Executive’s initiatives to support ethnic minorities in areas such as Chinese-language learning, daily living and community integration, as well as encouraging the tourism industry to provide more Muslim-friendly facilities and dining options. Ms Lam said, “Ethnic minorities are an integral part of Hong Kong. Enhancing support to their needs in areas of language translation, learning, employment and emotional counselling, and offering racially friendly services will help them fully integrate into the community.”

In the Supplement to the Policy Address, the EOC welcomes the Government’s commitment to continue to support the work of the EOC, to timely review areas which require priority attention under the existing anti-discrimination ordinances, and to step up promotion and public education efforts.

Ms Lam added, “The EOC will continue to eliminate discrimination and biases through law enforcement, policy advocacy, research, training, publicity and public education. We will also continue to work hand in hand with stakeholders for the building of a harmonious and inclusive society.”
