EOC Holds Ceremony to Commend Schools Participating in the Third Racially Friendly Campus Recognition Scheme

The Equal Opportunities Commission (EOC) held a ceremony today (4 July 2025) to commend schools participating in the 2024/25 Racially Friendly Campus Recognition Scheme for their achievements in implementing racial inclusion initiatives. The Education Bureau continued to support the Scheme this year and the event was officiated by Dr CHOI Yuk-lin, Secretary for Education of the Government of the Hong Kong Special Administrative Region. The Scheme aims to encourage schools to educate their students on racial inclusion through diverse activities. Participating schools were required to organise student activities to promote racial equality and inclusion on their campuses, and to make arrangements for their teachers to attend training. This year, the Scheme has attracted the participation of 133 kindergartens, as well as primary and secondary schools. All participating schools have met the criteria of the Scheme and were recognised as Racially Friendly Campus Champions.

Over 100 principals and teachers attended the ceremony in support of the Scheme. Twenty-seven schools were awarded the Racially Friendly Campus Star Champions for participating in the Scheme for 3 consecutive years. In addition, 53 activities organised by 46 schools received the newly introduced Racially Friendly Campus Activity Award of the Year. Many of these activities were not only innovative but also effective in enhancing students’ understanding of racial diversity. Additionally, they were suitable for long-term implementation and reference by other schools.

Speaking at the event, EOC Chairperson Ms Linda LAM Mei-sau said, “As the statutory body responsible for enforcing the four anti-discrimination ordinances, the EOC fully understands the important role of education in eliminating racial biases. We are pleased to see an increasing number of schools taking the initiative to create opportunities for intercultural exchange on campuses by joining the Racially Friendly Campus Recognition Scheme and fostering a culture of mutual understanding and respect while eradicating racial biases. These subtle and gradual changes are powerful drivers of equality and inclusion in our community.”

In her speech, Dr Choi said, “The schools recognised under the Scheme are dedicated to building inclusive campuses and nurturing students to respect racial diversity. They not only set an example for the academic community, but also bring positive energy to society. Apart from fostering mutual understanding and respect among students from different backgrounds, a racially friendly school environment can enrich students’ learning experiences and international perspectives, and prepare them to thrive in a multicultural society. We look forward to continuing our collaborative efforts to promote a caring and inclusive campus culture, thereby creating together a diverse and harmonious society supporting children to live a fulfilling life.”

During the event, two awarded schools shared their experience in promoting racial inclusion. Islamic Kasim Tuet Memorial College, which has participated in the Scheme for three years in a row, was honoured as a Racially Friendly Campus Star Champion. Po Leung Kuk Ngan Po Ling College received the Gold Award in the Racially Friendly Campus Activity Award of the Year for establishing a student-run Multi-cultural Club.

Building on the success of the Scheme over the past three years, the EOC hopes to engage more schools in promoting racial inclusion and spreading the message of racial diversity and inclusion across diverse segments of society.
