EOC Presents Awards to Winners of “Safe Spaces for All: Anti-Sexual Harassment 60-Second Video Contest 2025”

The Equal Opportunities Commission (EOC) today (17 July 2025) held an award ceremony for the “Safe Spaces for All: Anti-Sexual Harassment 60-Second Video Contest 2025”. The Guest of Honour, Mr Clement WOO Kin-man, Under Secretary for Constitutional and Mainland Affairs of the Government of the Hong Kong Special Administrative Region, gave a speech and presented awards to the winners from Secondary Education, Higher Education and Open categories.

In light of the rising popularity of uploading self-made short videos on social media platforms, the EOC’s Anti-Sexual Harassment Unit launched an anti-sexual harassment video contest from March to May this year, inviting the public to exert creativity and produce storytelling videos within 60 seconds. Through the contest, individuals were encouraged to join hands online to show zero-tolerance against sexual harassment, promoting a culture of mutual respect and fostering safe communities.

Addressing at the opening of the ceremony, EOC Chairperson Ms Linda LAM Mei-sau, said, “It has always been one of the EOC’s priorities to combat sexual harassment. The objectives of the contest are not only to enhance public awareness towards sexual harassment but also to break the misconceptions of it and to encourage participants to bring up new ideas, create videos proactively to spread anti-harassment messages, inspire friends to collaborate on a mutually respected, safe and sexual harassment-free environment. While laws and policies are strong deterrents, effective elimination of sexual harassment requires the collective efforts of all to build an equal and inclusive society with the culture of zero tolerance to discrimination and harassment embedded in the society.”

In the ceremony, the Guest of Honour, Mr Woo said, “In recent years, incidents of sexual harassment — whether in workplaces, schools or public spaces — have remained prevalent. On one hand, this reflects victims’ growing awareness of their rights. On the other hand, it also reveals the persistent need to strengthen anti-sexual harassment education across all sectors in society. The 60-second short video contest aims to empower participants to use visual storytelling as a medium for reflection of and opposition to sexual harassment. Each video presents a story which is also a vital narrative against sexual harassment. These videos are thought-provoking, sending a clear message to our community: Hong Kong does not tolerate sexual harassment.” 

The contest contains three categories — Secondary Education Category, Higher Education Category and Open Category, which has no age restrictions. Judging panel selected a Champion, a First Runner-Up and a Second Runner-Up in each category. Shortlisted entries were posted earlier on the “COMPASS_EOC” Instagram account of the EOC Anti-Sexual Harassment Resource Platform, and the public were allowed to vote for their favourite entries. The videos which received the most qualified likes were awarded the “Most Popular Entry on Instagram”. At the same time, “The Most Meaningful Comments on IG Prize Game” was held to engage the public in sharing their reviews on the shortlisted videos and also the thoughts on sexual harassment. The winning videos carried different messages regarding the elimination of sexual harassment, such as how victims may experience severe emotional distress from unwelcome sexually explicit jokes, what bystanders can do to intervene sexual harassment effectively, and debunking common myths about sexual harassment.

In the award ceremony, the champions’ videos were showcased for the audience to enjoy and recap the outstanding content, as well as to exchange their creative ideas. The EOC also invited Dr Irene SIAW Siw-chu, Head of Office of Student Development and Alumni Affairs of Hong Kong Metropolitan University, which the champion of the Higher Education Category attends, to share her insights on anti-sexual harassment education on campus.
