The Fourth Guangdong-Hong Kong-Macao Greater Bay Area Exchange Forum on Synergistic Promotion of Disability Rights and Services (the Forum), co-hosted by the Equal Opportunities Commission (EOC), the Guangdong Provincial Disabled Persons’ Federation, the Social Welfare Bureau of the Macao Special Administrative Region Government and Shenzhen University, was held in Guangzhou from the afternoon of 7 December to 8 December 2025. The Forum brought together experts, academics and representatives of relevant organisations from Guangdong, Hong Kong and Macao to discuss how to foster the participation of people with disabilities in sports and employment, as well as the support organisations can provide through innovation and technology to promote the development of disability services in the Greater Bay Area.

EOC Chairperson Ms Linda LAM Mei-sau led a delegation of EOC staff members to participate in the Forum. In a speech she delivered, Ms Lam said, “The Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for Economic and Social Development (Recommendations for the 15th Five-Year Plan) emphasises the importance of strengthening synergistic development in the region to consolidate the role of the Guangdong-Hong Kong-Macao Greater Bay Area as the driving force for high-quality development. In this context, the Forum offered a valuable opportunity for us to explore how we can seize the significant opportunities outlined in the Recommendations for the 15th Five-Year Plan over the next five years, and strengthen the synergy between the regions to jointly promote high-quality development of disability affairs in the Greater Bay Area. The event will also further promote the holistic development of people with disabilities, strengthen their protection and support, enhance barrier-free environments and advance the adoption of innovation and technology to achieve inclusive growth.”

Ms Lam added, “The EOC attaches great importance to communication and collaboration with various stakeholders across the Guangdong-Hong Kong-Macao Greater Bay Area. We look forward to continuing to promote exchanges and collaboration with different parties to build an inclusive, equitable and diverse Greater Bay Area that contributes to the country’s development.”

This year’s Forum was held to coincide with the 12th National Games for Persons with Disabilities and the 9th Special Olympics Games. Several speakers shared their views and experiences on promoting accessibility in sports, enhancing employment and entrepreneurship for people with disabilities, leveraging technological innovation for empowerment and on how organisations can effectively promote the development of disability services. EOC representatives also gave a presentation in a parallel forum on applying universal design to create inclusive sporting events and environments that enable people of all abilities to experience the joy of sports.

Over 300 people attended and participated in discussions during the two-day Forum, including representatives from the China Disabled Persons’ Federation, Guangdong Provincial Disabled Persons’ Federation, Disabled Persons’ Federations from nine cities in the Pearl River Delta, as well as experts, academics, professionals from disability service groups and organisations promoting disability affairs in Hong Kong, Macao and the Greater Bay Area. Participants also visited a local rehabilitation centre for children and the National Assistive Devices Center.
