EOC Holds Staff Briefing Session on the White Paper on “Hong Kong: Safeguarding China’s National Security Under the Framework of One Country, Two Systems”

The Equal Opportunities Commission (EOC) held a briefing session on 9 March 2026 about the white paper on “Hong Kong: Safeguarding China’s National Security Under the Framework of One Country, Two Systems”. Ms Linda LAM Mei-sau, Chairperson of the EOC, hosted the briefing session and explained the key content and significance of the white paper, with a view to deepening EOC staff members’ awareness and understanding of Hong Kong’s role in safeguarding national security.
Ms Lam said, “The white paper provides a comprehensive review of Hong Kong’s endeavours in safeguarding national security and the experience gained in the process. It also provides a systematic summary of the practical requirements for Hong Kong to uphold national security. It clearly states that while the Central Government bears fundamental responsibility in national security matters concerning the Hong Kong Special Administrative Region (HKSAR), the HKSAR and indeed all sectors of the community must actively fulfil the constitutional responsibility of safeguarding national security as well. As public officers, staff members of the EOC bear the vital responsibility to safeguard national security. This briefing session provided them with an opportunity to gain a deeper understanding of the essence and principles of the white paper, and accurately grasp the practical requirements of safeguarding national security under the framework of ‘one country, two systems’. It also aimed to ensure that they unswervingly uphold a high level of security in performing their daily duties, thereby contributing to the high-quality development of the ‘one country, two systems’.”
Ms Lam added, “The EOC will continue to promote equal opportunities, diversity and inclusion on the basis of safeguarding national security. This will enable members of the public to enjoy equal opportunities of participating in society in a safe and stable environment, and to work together in building a diverse, equal and inclusive society.”
As part of the EOC’s ongoing efforts to deepen staff members’ awareness of national security, the briefing session drew enthusiastic participation from the EOC’s management team and staff. Last year, the EOC arranged a visit to the National Security Exhibition Gallery and organised a briefing session on national security for staff members. The EOC seeks to further strengthen all staff members’ understanding of and commitment to safeguarding national security through a range of diversified activities.
