EOC publishes Annual Report 2020-21

The EOC’s Annual Report 2020-21 was tabled at the Legislative Council and published on the Commission’s website on 19 January 2022. 

Carrying the theme “25 Years Together”, the report details the positive impact of the various initiatives under the EOC’s 25th Anniversary programme, the highlight being the first-of-its-kind Equal Opportunity Employer Recognition Scheme, which drew 420 applications from organisations employing over 220,000 people in total.

The report also summarises the EOC’s work in law enforcement, policy advocacy, corporate training and public education from 1 April 2020 to 31 March 2021. During the period, the EOC answered 24 303 enquiries, handled 1 179 complaints, and held 370 training sessions for 18 340 participants. The year also saw the EOC setting up a dedicated unit to combat sexual harassment and embarking on new research on strengthening the anti-discrimination legislation.

Evidently, COVID has not deterred the EOC from delivering its statutory functions in a rigorous and professional manner. In fact, the EOC responded agilely to address the challenges posed by the pandemic, which has had a disproportionate impact on marginalised groups. The Commission gave interviews, issued statements, met with NGOs on- and offline, and offered recommendations to policymakers and employers on ensuring that any measures taken are proportionate and sensitive to the needs of diverse communities, such as people with disabilities, those with family care responsibilities and non-Chinese-speaking citizens.

As EOC Chairperson, Mr Ricky CHU Man-kin wrote in his message for the report, “For two and a half decades, the EOC has strived to be a companion to the stigmatised and a trailblazer in the quest for equality. While 2020-21 may be overshadowed by unpleasant surprises and the world has yet to grasp the full impact of the pandemic, I am confident that we will continue our legacy – of hearing the unheard, seeing the unseen and empowering the powerless – for the years to come.”
