EOC releases Strategic Plan 2024-2026

The EOC has published its Strategic Plan 2024-2026 (the “Plan”), which lays out the priorities for the EOC’s work for the upcoming three years. With input from EOC Members and stakeholders, the Plan builds upon the achievements made under the Strategic Plan 2020-2023, and serves as the roadmap to direct resource allocation and efforts towards addressing the most pressing issues concerning discrimination and equal opportunities in Hong Kong.

In anticipation of the challenges and opportunities in the operating environment, the Plan outlines six strategic goals to ensure the EOC can effectively carry out its statutory duties and make meaningful progress. The strategic goals are:

  1. Enhancing capacity building and strengthening the reputation of the EOC’s complaint handling and conciliation mechanism through professional development and knowledge sharing;
  2. Promoting talents from marginalised communities, and fostering a diverse and inclusive workforce;
  3. Advancing accessibility, promoting universal design, and realising smart city living;
  4. Building a respectful culture and fostering social inclusion in a diversifying society;
  5. Empowering young people with equal opportunities, promoting diversity and inclusion to the next generation; and
  6. Maintaining high standards of corporate governance and ensuring long-term operational sustainability.

With the six strategic goals serving as the overarching framework, the Plan delineates 19 work priorities under five thematic focuses, namely gender discrimination, disability discrimination, family status discrimination, race discrimination, and operational sustainability.
