Briefing by the Chairperson of the Equal Opportunities Commission on Promoting the Mainstreaming of Universal Design in the Community
Submission form the Equal Opportunities Commission for the 2024 Policy Address.
The Equal Opportunities Commission (“EOC”) makes 19 recommendations under 7 themes for the 2024 Policy Address in the hope that the Government can make more efforts for the protection of minority groups and curbing of discrimination.
This paper aims to provide the views and recommendations of the Equal Opportunities Commission on addressing the education challenges, specifically the learning of Chinese language, facing non-Chinese Speaking (NCS) students in schools. It also aims to highlight the importance of career planning for NCS students. All matters raised below reflect feedback gathered from important stakeholders, including a group of Chinese language teachers of NCS students, youth group leaders from diverse races and organisations serving the non-ethnic Chinese community.

Submission from the Equal Opportunities Commission for the 2024-2025 Budget regarding proposed budgetary measures for inclusive economy, including but not limited to, enhancement of Universal Design Principles in both private and public sectors via continuous territory-wide accessibility audits; acquisition of inclusive technologies and appropriate trainings to encourage remote working of persons with disabilities; and promoting tourism for persons with disabilities in Hong Kong.
