EOC welcomes reappointment of Mr Ricky CHU as Chairperson

The EOC welcomes the Government’s announcement on 4 March 2022 of Mr Ricky CHU Man-kin’s reappointment as EOC Chairperson for a term of two years commencing from 11 April 2022.

“I am honoured to have worked in the past three years with the committed EOC Board and staff members in implementing Hong Kong’s anti-discrimination laws, not only through complaint-handling, policy research and advocacy, legislative review and public education, but also by actively addressing new concerns over discrimination amid COVID-19,” said Mr Chu. “I look forward to continuing to work closely with the EOC Board, stakeholders and all staff members to strive for a pluralistic and inclusive society without discrimination, and to effectively carry out our statutory duties in serving the community.”

Describing the past three years as challenging but also fruitful and rewarding, Mr Chu said he was glad to see the EOC’s long-time advocacy efforts bear fruit in the most extensive reform of Hong Kong’s anti-discrimination laws in recent years: “The Discrimination Legislation (Miscellaneous Amendments) Ordinance 2020 and the Sex Discrimination (Amendment) Ordinance 2021 were passed by the Legislative Council in June 2020 and March 2021 respectively. The legislative improvements have significantly strengthened the protections under Hong Kong’s four anti-discrimination ordinances, introducing, for instance, express protections against discrimination and harassment on grounds of breastfeeding.”

Under Mr Chu’s leadership, the EOC received support from the Government to set up a dedicated Anti-Sexual Harassment Unit in 2020. The Unit aims to serve as the first port of call for victims of sexual harassment while innovating new ways to raise public awareness against sexual harassment.

Mr Chu also led the EOC in rolling out a string of unprecedented initiatives in marking the Commission’s 25th anniversary in 2021. “Topping the list of our breakthroughs was the launch of the first-ever Equal Opportunity Employer Recognition Scheme in Hong Kong,” he said. “We have also enhanced our social media presence by curating meaningful content for businesses on Linkedin, revamping our Facebook page, and launching the EOC Instagram account ‘EO Matters’ to engage the younger generation.”

“And early in this year, we have seen our Racial Diversity and Inclusion Charter for Employers hitting its 200-signatory milestone, not to mention the release of a number of important studies that revealed room for policy reform on various equal opportunity issues,” added Mr Chu.

He continued, “As Hong Kong undergoes severe challenges posed by the pandemic, we at the EOC will remain as committed as ever to making the most of our statutory powers to uphold the values of equal opportunities. In collaboration with all sectors in society and the Government, we can and we will make diversity and inclusion a reality in Hong Kong.”
