EOC Launches the “Open Your Doors to Tenants of All Ethnicities” Bus Body Advertising Campaign to Promote Racial Equality in Tenancy
The Equal Opportunities Commission (EOC) launched a bus body advertising campaign under the tagline “Open Your Doors to Tenants of All Ethnicities” on 5 December 2022 to promote racial equality in tenancy. This follows a previous “Good Tenants Come in All Ethnicities” campaign that ran in MTR compartments and on bus bodies in 2021. The new advertisements will be displayed on 50 buses along various routes for six weeks.

EOC Holds Event to Mark Milestones in Racial Diversity & Inclusion Employer Charter Progress
The Equal Opportunities Commission (EOC) held an in-person event for signatories of its Racial Diversity & Inclusion Charter for Employers (the “Charter”) on 25 November 2022 to mark significant milestones in the Charter progress. Not only did the event celebrate four years since the launch of the Charter, it also marked the growth of the Charter network to over 250 signatories. Entitled “Tracking Racial Diversity & Inclusion Progress”, the event was held at HKEX Connect Hall.

EOC Releases Findings of a Study on Comprehensive Sexuality Education in Secondary Schools of Hong Kong
The Equal Opportunities Commission (EOC) today (22 November 2022) released the findings of “A Study on Comprehensive Sexuality Education in Secondary Schools of Hong Kong” (the “Study”). The Study found that sexuality education in Hong Kong is largely inadequate and the teaching hours are insufficient. In particular, around half of the schools offered five hours or below of sexuality education classes in a school year, and over 90% of schools provided 20 hours or below in a school year.

EOC Gives Legal Assistance in a Disability Discrimination Case
The Equal Opportunities Commission (EOC) has today (16 November 2022) issued legal proceedings under the Disability Discrimination Ordinance (DDO), Cap. 487 in the District Court, on behalf of a person (the Claimant) who alleged that his former employer (the Respondent) discriminated against him by terminating his employment on the ground of his disability (i.e. Left Lower Limb Cellulitis).

EOC Releases Guide on Equal Access to Justice for Persons Who are Deaf and Hard of Hearing
The Equal Opportunities Commission (EOC) held a press conference today (15 November 2022) to release a new guide, Equal Access to Justice for Persons Who are Deaf and Hard of Hearing: A Guide for Persons with Disabilities, Legal Practitioners, and Parties Involved in the Judicial Process (the “Guide”). In view that people who are deaf and hard of hearing (DHoH) have reportedly encountered barriers during the legal process due to misunderstanding or miscommunication in recent years, the EOC launches the Guide to provide some guiding principles for communicating with DHoH persons, as well as possible appropriate accommodation measures during different stages of legal proceedings.

EOC Congratulates Interns from Non-ethnic Chinese Communities and Companies on Successful Completion of EMerging Talent Internship Programme 2022
The Equal Opportunities Commission (EOC) congratulates the students and companies who participated in The Zubin Foundation’s Emerging Talent Internship Programme 2022. The programme came to its successful conclusion the day before yesterday (30 September 2022) with an event to acknowledge the interns, all of whom are non-ethnic Chinese (NEC), and the employers providing the internships. The Recognition Event, co-organised by the EOC and The Zubin Foundation, was held at the Freshfields Bruckhaus Deringer premises, the venue sponsor.

The EOC Launches MTR Advertising Campaign to Promote Racially Friendly Customer Services
The Equal Opportunities Commission (EOC) today (15 September 2022) announced the start of an MTR advertising campaign to promote racially friendly services that will run for 12 weeks. During this period, three MTR trains will carry advertisements on carriage panels with messages encouraging goods and services providers to ensure they cater to the needs of diverse customers in an equal and friendly manner. The three trains will run on the Island Line, Kwun Tong Line and Tsuen Wan Line.

EOC Launches MTR Advertising Campaign to Promote Protections from Harassment in Common Workplaces
The Equal Opportunities Commission (EOC) today (19 August 2022) launched an MTR advertising campaign to raise awareness of the protections against sexual harassment, disability harassment and racial harassment in common workplaces under the Sex Discrimination Ordinance (SDO), Disability Discrimination Ordinance (DDO) and Race Discrimination Ordinance (RDO) respectively. Large posters will be placed across 60 MTR stations for three weeks starting from today until 8 September 2022.

EOC Presents Awards to Winners of Anti-Sexual Harassment Sticker Competition
The Equal Opportunities Commission (EOC) today (10 June 2022) held an award ceremony of the “Equality and Respect: Stop Sexual Harassment” Sticker Design Competition 2022. Winners from the Open, and the Junior and Senior Secondary School categories were presented with awards by the Guest of Honour, Under Secretary for Constitutional and Mainland Affairs, Mr Clement WOO Kin-man, MH, JP, at the event.

EOC Releases Findings of the First-ever Territory-wide Representative Survey on Sexual Harassment in Hong Kong
The Equal Opportunities Commission (EOC) today (12 May 2022) released the findings of the first-ever “Territory-wide Representative Survey on Sexual Harassment in Hong Kong 2021”. About 17.8% and 11.8% of respondents reported having been sexually harassed online and at work respectively over the past 24 months prior to the survey. It also indicated that young women aged between 18 and 34 were more vulnerable to both workplace and online sexual harassment. The mean score of the “Sexual Harassment Awareness Index”, 80.26 for all respondents of this survey, showed that there was a rather high level of awareness of sexual harassment among people in Hong Kong.

EOC Statement
On 15 April 2022, Mr Ricky CHU Man-kin, Chairperson of the Equal Opportunities Commission (EOC) expressed his views on certain scenes of a local television drama series during a radio interview. Subsequently commentaries were published by some Chinese media outlets, which stated that the EOC has remained passive in tackling the “intra-racial discrimination” problem, and that the EOC Chairperson seldom speaks out when Mainlanders are being discriminated. Critics also claimed that on the other hand, the Chairperson quickly voiced out his opinions on the television drama incident, showing that he maintains double standards in treating the issues. Since these commentaries are extremely biased and may cause misunderstanding of the role and work of the EOC among the general public, the EOC feels it necessary to clarify and explain to the public its views and work on the issues.

EOC Promotes Equal Opportunities through Newly Revamped Funding Programme
Through the Community Participation Funding Programme on Equal Opportunities, the Equal Opportunities Commission (EOC) has supported over 1,220 projects carried out by non-governmental organisations (NGOs), community groups, and schools in the past 25 years to promote public understanding of equal opportunities and the principles and applications of the Sex Discrimination Ordinance, the Disability Discrimination Ordinance, the Family Status Discrimination Ordinance and the Race Discrimination Ordinance. It is hoped that the funded projects would foster non-discriminatory attitudes and encourage members of the public to put aside their prejudices, and support and apply the principles of equal opportunities in everyday life.
